Port audio / microphone to another host [system maybe phone]

Specs: Windows 7
I'd like to figure out a way, IF POSSIBLE, IF its in existence, to push audio / microphone to another system, maybe even a cell phone, by initiating a call to cell phone etc. I'm willing to pay for the service if its in existence.

if i had a voice communication, lets say through Skype (its not for skype, but to be simplistic) -- I want the sound / microphone to be used say through my Phone ported over a network or through another phone call lets say, over to my cell phone with a configuration or program to do so, is that possible?

Skype call recieved ---> program pushes audio to a cell call or network to a cell phone or so, and then i can use microphone on phone and audio.

Unfortunately Not, because Remote desktop software doesn't send audio remotely from what I understand and have experienced.
