Ping IPV6 general failure

Specs: Windows XP
When ping ipv4 is sucessed.
C:\Documents and Settings\LW>ping 10.1.1.1

Pinging 10.1.1.1 with 32 bytes of data:

Reply from 10.1.1.1: bytes=32 time=2ms TTL=64
Reply from 10.1.1.1: bytes=32 time=1ms TTL=64
Reply from 10.1.1.1: bytes=32 time=1ms TTL=64
Reply from 10.1.1.1: bytes=32 time=1ms TTL=64

Ping statistics for 10.1.1.1:
Packets: Sent = 4, Received = 4, Lost = 0 (0% loss),
Approximate round trip times in milli-seconds:
Minimum = 1ms, Maximum = 2ms, Average = 1ms

But ping ipv6 is general failure.
C:\Documents and Settings\LW>ping 3::1

Pinging 3::1 with 32 bytes of data:

General failure.
General failure.
General failure.
General failure.

Ping statistics for 3::1:
Packets: Sent = 4, Received = 0, Lost = 4 (100% loss),

Then ping local ipv6 is successed.
C:\Documents and Settings\LW>ping 3::2

Pinging 3::2 with 32 bytes of data:

Reply from 3::2: time<1ms
Reply from 3::2: time<1ms
Reply from 3::2: time<1ms
Reply from 3::2: time<1ms

Ping statistics for 3::2:
Packets: Sent = 4, Received = 4, Lost = 0 (0% loss),
Approximate round trip times in milli-seconds:
Minimum = 0ms, Maximum = 0ms, Average = 0ms
