That IP address is not from the router. Is WEP or WPA enabled on the router? If it is, you need the key to connect.

Is DHCP enabled at the router?
Also make sure, that DHCP is not blocked by a local installed firewall or by the windows firewall.

Windows firewall doesn't have any role. I tested it ON/OFF. The DHCP should be enabled at the router as my neighbour is getting connected on his laptop next door from the same building. I did not check the router myself. I think maybe my IP is blocked.

Your IP address can't be blocked, because you don't get any at this time. Maybe your MAC address is blocked, but this must be done by the owner of the router manually.
So be is, you talk to the owner about your problem.
