When you turn on the system does it detect any available wireless networks in your apartment building? If so they probably belong to neighbors and will be secured.

For you to get your own internet service, if there is no phone line for DSL, and no cable for that kind of broadband service, your options are limited.

You can probably get Mobile broadband from a local cellphone network provider.
That employs a USB modem but where I am that service is prohibitively expensive.
For example the cable broadband plan I'm on gives 120GB data for AUD$50 per month.
Mobile broadband costs AUD$11 to $15 per month but with data limit around 3GB
at that rate 120GB of data would cost in excess of $600 a month.

Have you investigated the cost of getting a phone line or cable connected to the apartment?

You do have cable? Not sure whether they work the same where you are but here they use the same cable for TV and internet. The cable company provided the modem.
I bought the wireless router. If you are paying for cable TV then contact that provider to inquire about getting internet.
