Well. Firstly, Do you have a wireless router that you are trying to connect to? What settings have been implemented in that? Is it broadcasting SSID?
Does your laptop have a manual switch to turn on it's wireless antenna? Some do. With others it is a keyboard button.

Does you neighbour know that you are trying to connect to his router?

If so ask him if he has SSID turned off. If so ask him what the SSID is and log on password is.
