Loopback /static IP address issue

Specs: Windows Server 2003
I'm having a problem with software running on several servers.

For some very strange reason these machine don't report either of their
assigned IP addresses. They report what's called their loopback address.

So the software at boot time says "what's your IP" and the machine
responds with "".

If you then wait for the machine to finish booting, the machine reports
the correct IP address.

If anyone could help me with that issue I will be very thankful.

What is the software, why is the software detecting the ip address while the pc is booting?

Software is loading too fast, for the network to be fully installed.

MS kind of fools us, it looks to be fully ready but still it keeps loading background items.

"Best Practices", Event viewer, host file, perfmon, antivirus, anti-spyware, Live CD's, backups, are in my top 10

what could I do in order to delay the service so it starts when the machine "see" the static IP address?

You would talk to the software vendor about this issue. I would suspect they have encountered this before and have a solution.
