Local XP Admin Rights - Installing Apps

Specs: Windows XP
We recently installed a new web based admin system. This new system requires active x updates periodically and also requires from time to time a full download/install of an .exe files which runs utilities to allow the admin system to work with MS Office.

Our network environment is a Windows based domain. User do not have local admin rights on their network and are also part of a GPO which restricts certain items. Initially our IT Dept installed the apps for them with an admin rights account. However these updates/downloads happen to frequent and we need a way for the users to be able to install these updates/downloads on their own, however we feel it's a HUGE security issues to grant everyone on the network local admin rights.

Is there any other way to accomplish this feat without giving them local admin rights. I am open to all and any suggestions including 3rd party software. Thanks for your help and time in advance.

Have you looked through pushing the software out to clients through windows utilizing AD?

One method is "publishing" and I forget the other. But if you hit microsoft's website and do some searches on the subject you'll be able to find what you need.

If they (MS) can't provide you with an answer, you might want to look at something like:
