Internet speed at dorm is Ridiculous

Specs: Windows 7 Ultimate 64 bit
Since coming to my dorm after a month break, i noticed that i had RIDICULOUS lag spikes while playing online games, so i did speed tests and found i kept getting these kind of results:
latency: 3-4 ms
DL speed: .6 - 1.1 mbps
UL speed: 11-13 mbps

Thinking something was wrong with the ethernet port in my room or the cable - i tried connecting with the exact same cable and port on my laptop that is also running Windows 7 Ultimate 64-bit. However, on my laptop there was absolutely no problems (latency was same but upload speeds were slightly higher and the download speed was a consistent 5-6 mbps)

Right now i am using a usb wireless to use my internet (the speed is good -- very little lag while online gaming)but wireless can go out without notice and i really want to use wired lan again...

btw -- i am 100% there is no virus/spyware/malware on my desktop and my antivirus things are definitely not causing the problem. Also, all my drivers are up to date.

i am using an IntelĀ® PRO/1000 GT Desktop Adapter

All your pals computers at the dorm are full of malware and spyware and downloading illegal movies and songs would be my first guess.

Might try a linux live cd just to compare.

What is your usual wired connection speed? 100mb?

Sometimes autonegociation does not work.

Consider going into your nics properties/advanced and link speed and duplex. You will note its set to auto now. Change it to 100mb full duplex.

You should try another rooms jack to check the cable.

wow -- tat was really simple -- i just changed from auto neg to 100mb full duplex and my dl speed went up to 6-7mbps and my games are lag free.
