Internet not working LAN says enabled then network cable un

Specs: Windows Vista
2 days ago my internet stopped working. I called Time Warner Cable regarding modem. They had me replace it with a new RCA one. This did not fix the problem. I do have a Belkin router also connected to the computer. I tried connecting the HP pavilion directly to the modem and that did not work. When looking at my Network connection the LAN Home flashes enabled then network cable unplugged. It is not unplugged. I have changed the CAT5 four different times.
This is what is says when I do an ipconfig/release and renew as well as when I just run and ipconfig

You've changed the network cable, but the network card inside your PC may be faulty so try replacing that with a new one.

When I check the device manager it states that the Network Device is working properly. I can directly connect my modem to another computer and it works fine. I have had my desktop wireless because of this issue before and it was working. I had no problems connecting wireless but I think my router is not working now and I can't directly connect from the modem because of the "cable not plugged in" even when it is. So do you think I need a new network card and a new router?
I have a laptop that is not receiving anything from the router either.

After all you've said, I have to agree with phil22 It sounds like you have a bad network interface. Try installing a new NIC and see if that doesn't fix the issue for your wired connection.

At least, I would try the new NIC before buying a new router. A new NIC won't cost you more than about $20 (USD)

Just remember, if the existing one is built onto the motherboard, you'll want to disable it in the BIOS.
