I have a shared network , and my friend keeps turning off my firewall

so I have no network privacy.

A firewall does not protect privacy.
A firewall is a device or set of devices designed to permit or deny network transmissions based upon a set of rules and is frequently used to protect networks from unauthorized access while permitting legitimate communications to pass.

What device contains the firewall? Computer? Router?
It could be that Windows firewall is being disabled while another is in place.
