If the devices are detecting an open Bluetooth connection in and around the same area my guess is that a neighbour or someone in close proximity leaves their Bluetooth toggled on permanently. What you are seeing will likely be someone's device such as a phone, tablet or PC or even another Bluetooth peripheral.
A Bluetooth range has a minimum of 10 metres but can reach much further than that. I've developed a bad habit of leaving my Bluetooth toggled on since upgrading my phone because of the exceptional battery life it has. When I'm at home I can walk up my long driveway to the letterbox which is at least 20 metres, and still remain connected to my audio equipment at the house. Given that distance there probably is at least half a dozen neighbours that would see my device in their discoverable devices list.
