how to open all ports with cmd

Specs: Windows XP, .1.83 Duo / 2Gigs
So, my roomate messes around with my laptop one day while I'm in the shower and tells our friend (in friends words) he is throttling my comp via cmd. When I confront said roomate he tells me he was trying to more equally divide the network as to help prevent one of from dominating the network. I need to know how to check if ALL of my ports are open and if not how to open them. please and thanks.

He's messing with you. Ignore it. If you can't find yourself getting to sites then that is a different story.

Bigger question is why does he have access to your computer?
THAT is not something to ignore.

well, it was in my room, guess you cant trust anyone. but as of late, my internet has been extreamly slow. just trying to figure it out; if it be my comp dying or if he was acctually able to limit my bandwidth usage via cmd. i have of now passworded my computer, and shut it down whenever im not using it.

Look at your nics configuration/advanced tab. Make sure its set to auto and not something like 10mb half duplex.
