You don't want to limit bandwidth, you need to block all access to torrents (or find some other means to stop downloads like this). Bear in mind that an employer is likely to be equally responsible for copyright breaches by their employees using company resources. It is your responsibility to ensure that this does not happen so that your company is not liable to legal action.

Draw up a data policy that all employees have to sign; if they don't sign they don't get access to company IT resources. The penalty for unauthorized activity such as this should be immediate dismissal.

This is called the "Appropriate Use" policy where I work and clearly details what is, and isn't acceptible with regard to how employees utilize company resources which both the computers work provides, and the network, are.

The employer owns those resources and that gives them every right to say how they can, and can't be used.

Check whether your router has QOS feature. If not, you need to install an internet filtering program to block torrent traffic. I believe you can find a lot such programs: WFilter, untangle...

A nice suggestion but wrong.

QoS has nothing to do with bandwidth limiting. In fact, QoS has quite the opposite function. QoS is about prioritizing traffic.

I highly recommend you do some research and reading on the topic before suggesting it as a means of bandwidth limiting in the future.
