How to get LAN settings info in Java?

Specs: Windows 7
Hi,

I've been asked to write a Java application which will do sort of a scan through the local network, to be more specific I need to enter the range of IP addresses and try to connect to each one of them using the certain port. My question is: is there any way to do this when none of these computers has any Java software installed? Can Java application written by me and placed only on my computer try to connect a computer with specified IP address and port number and then just return the information if connection was possible or not? I only need to check if each computer has a certain port opened, nothing more.
