How To Fix A Lost DSL internet connection

Specs: Windows XP Home SP2, 285
This is not mine. It's a neighbour's problem.They lost there Internet connection.

WinXPHome, DSLmodem, Wired connection.
Tried: rebooting modem, releasing renewing ips,disable/reinabled adapter.
Messenger troubleshooter - cannot connect to DNS, flushed/registered DNS still nothing. Tried setting the IPs manually.
There is no router in the picture. All settings are right in the modem and Windows claims there is no problem. Any other suggestions?

Since there is no router (and I highly recommend they buy one) I would contact the ISP at this point. From the sounds of it, there may be something wrong with the modem.
