Caller ID is a convenience feature, not a security feature. If you have the hardware, you can appear to come from any number you wish. A number of VoIP companies let you do so when you placed calls through them; not sure if they still do.

On Skype, I can set a number or name I want. It will be displayed on the phone I call as "Caller ID"
Possible other voip service can do the same.
