how do i properly make port forwarding in this router?

It looks OK.

Does the dropdown menu of "Interface" list "WAN" or "DSL"?
Is the "Private IP" a PC or server or other device?
Is the a software program/app LISTENING on the specified ports of the "Private IP" device?

Doesn't look right to me. You are not doing ranges so there should be no colons [:] in between.

it should be 80 not 80:80 for example

You have to install the exe on your windows computer. did you do this and is it running?

I am not finding anything saying exactly what ports duckdns is using. The two examples of 80 to a web server and 22 to a ssh raspberry connection are insufficient.

i will return the router. i also have a bandwidth problem with my isp so i moved to another which is cables based and not dsl based on phone lines.

anyway. the ports ranges are created automatically.

i didn't had any exe on my windows. i don't know what you are talking about.

The [program.]exe is the duckdns program you were supposed to install according to the duckdns web site.
