hardware limiting internet speeds

I am having trouble with slow download speeds that i need help with. I'm using cox cable on a 7mb plan. I am getting only 1.90mbs DL speed and it appears to be limited by my hardware. my line has been tested by a cox tech and is getting over 11mbs when he connects his laptop to my modem. I'm looking for help with possible settings on my comp that could limit the speed. speedtest.net tests always show only +/- .01 variance over the last 10+ tests (1.90 avg DL, 5.42 upload) no router used. direct pc to router connection. I'm stumped and so is the supervisor tech that tested the line. any suggestions?

thanks for the help. tcpoptimizer worked on the first attempt. just chose the 'optimal settings' option and i'm now getting better than 19.00mbs DL speeds. i wish i would have posted here first. i could have saved myself 5 tech support calls and 3 service calls. again i say THANK YOU!
