This is not a internet issue but local network problem. I have a NAS connected to a gigabit switch connected to my netgear wireless N Router which also has gigabit switch built in. I periodically upload files to my NAS. Wired connection uploads to the nas will peak in the 18 - 20 mbps. I have one particular laptop that runs windows 7 and connects to the router at 54mbps or so it states. Download speed is decent as it will download from nas around 1.8mbps but upload to it is crazy slow in the 400-500 kbps and takes a while to get up to that speed.

Other wireless devices I have are not this slow. Could this be a bad card?

Download and reinstall the latest driver for the NIC.
Check in Task Manager to see if there are a lot if junk running in the background.
Run Malwarebytes to make sure that you do not have malware effecting the system.
Post results.

You have to be a little bit crazy to keep you from going insane.
