Even when I type ip config, it can't be executed.

The command is
ipconfig /all

not
ip config /all

Therefore, you have to open a command prompt (CMD).
Open a command prompt:
Click Start / Run and type in
CMD
hit enter key
Then type:
ipconfig /all

Yeah MUs. You were right too. I hadn't recognized the space in between ip & config in my cmd line.
