Enable adm group to connect to users via RDC

Specs: windows 7
hi,
I want to allow the administrators group to connect to any user using Remote Desktop, but I faced a problem to enable the remote desktop in all users computers by a rule or a policy or anyway possible.
( I know how to do it from the user pc )
( I know how to enable it from regedit )
but I want to do it from my Active Directory
So please -anyone knows how to do it- help me

I would have thought that enabling RD was something that had to be done locally. Otherwise anyone with any kind of network connection to any system could enable RD and take over such system without the user's consent. Would be considered hacking in some circles.

I'm no networking wiz, but would it be possible to forward a widgit to each client with a request the user run the widgit thereby enabling RD? Perhaps a regedit file?

If the remote systems are running on imaged operating systems then include appropriate RD permission in future image installations.

I think if you did read my message I said I want to do it from my Active Directory.
this means I'm an administrator not a user in the domain
I'm NOT allowing everyone to remote every one.
I said I want to allow the administrators only
and by the way under the domain the user don't have the right to enable this service

anyone knows what I'm talking about?
