I went to Network Diagnostic, Network Adaptor, Windows 8.1,and the message said: Your computer appears to be correctly configured, but the device or resource (DNS server) is not
responding...How do I correct this problem?

There are plenty of hits on google. How do you know when a politician is lying? His mouth is moving.
My Windows 8.1 with IE11 browser reports the link in #1 is unsafe. Try unplugging your router for about half a minute then see if it eventually corrects the problem.
General Google search:

I get the unsafe message occasionally too when I search from encrypted.google.com Don't ask me why I use encrypted google when they share everything with the Feds anyway. How do you know when a politician is lying? His mouth is moving.
Hi Derek - Tried unplugging the router for several minutes but it did not work.
The DNS is still not responding. Thanks for the effort, though.raycuadro
This might sound like a cop-out but it could be worth asking your internet service provider about it. This is an area where they often do quite well, especially if they provided the router. Always pop back and let us know the outcome - thanks
Hi Derek, Your cop-out solution worked. I called Comcast internet technician and he
helped me step by step where to go and what to unclicked and the DNS is now connected. How cool is that? Thanks.
