Active Directory is only with MS server software, such as Windows 2003, 2008, SBS or similar servers. If you have something like that, you can create a .local domain & join other PCs to it.

Active directory requires a domain controller. A domain controller must installed on a server OS, such as Windows 2000 or later. It cannot be XP, Vista, Windows 7, or any other client OS.

If you wish to proceed with this you would do well by doing some research. The Microsoft website would be a good start. There is a great deal to learn.
