Is it a stronger signal that yours? Is it an open network with no password? Or have you used the network before & have the password stored on your computer?

In the list of access points which appear in your wifi networks listings, select the neighbour's and use the "forget this connection/network" option.

Also change the channel you use on your router. Frequently wifi routers appear to use the same channel, regardless of manufacturer; try using (manually choose to use) a lower number for your wifi channel.

Also make sure, that the network name (SSID) of your WiFi network is not the same as the WiFi of your neighbor.
