how to know the person accessing my web page is accessing from mobile or computer?

M working on a vehicle tracking project in which m providing the details of tracked vehicle to its owner through internet.

Here I want to know weather the owner is accessing my service from computer or mobile.

How to know it?

So that i can restrict the features given to him when he will using mobile

You don't and as far as I can see, short of asking them (via a web link they could click on) there's no way to find out.

I'd also like to point out that whether the device they're using is a desktop, a laptop, or a netbook, it's still a "computer"

If you look at the log for the web site there should be an entry that details the User Agent the client is using, that is the browser. From that you can deduce what kind of machine it is running on. Most web browser designed for use on mobile devices have mobile in the name.

However it is possible for the user to block the User Agent field so it is not fool-proof and you do need access to the web sites web logs.
