Connect via cable to IP camera from W7 problems.

Specs: Windows 7 - Home Basic
Hi all.
I want to setup my IP Camera, and of course I need to do it via ethernet cable. So, when I put the IP e.g. "192.168.1.102", my Laptop doesn't even load or kept loading.
This case happens when I'm using Win 7 Home Basic, but with a Win XP laptop works great.
What I need to fix?

put in where? IE? Firefox?

if you go to a command prompt and type ipconfig what is your ip?

Yep in a browser (Chrome)...

It ends .109; But why do you ask? I mean, I though that the problem was with my laptop (which it's clear that's the problem) but it really cares my IP ?
