Computer wont connect to the internet

Specs: Windows Vista, AMD Athon II/ 4 GB RAM
I have an Acer Aspire X1200 and I cannot connect to the internet. About 1 month ago, I was browsing on the internet and Norton Anti-Virus popped up and said I needed to renew my subscription. Now I do not have Norton Anti-Virus. Upon clicking Remind Me Later, my internet browser crashed and has not worked since. I tried numerous ways to fix it, from downloading malware removers, virus removers, going back to an earlier version, trying another browser and nothing. I checked my computer networking and my computer recognizes the Motorola cable modem I am using, but it wont connect to the internet. My IP address shows up as 169.254102.231. I cannot connect either in normal or safe mode, even with networking.

i show you a very nice way to connect AGAIN.
open system restor and restor you system to the date whene your computer could connect to the internet easily.
and remove the norton fast.

This 169.254.x.x is not working IP, it's assigned by the Automatic Private IP Addressing (APIPA) feature of Windows OS due to failure to obtain valid IP address from DHCP server. You should recheck your Internet connection setup or router configuration again. In addition, you can use this ping tool to troubleshoot the problem too if possible.
