Can't to MySQL connect through Web browser

Specs: Server 2003
Loosing hair here. I installed MySQL 5.1 and PHP 5.3.4 on a Windows Server 2003 IIS 6.0. PHP works fine (Test page works) and I can log into MySQL from the command line tool, but when trying to use Mysqladmin or installing Joomla neither one can find the MySQL server and times out with message #2002. I have installed the same programs on a test machine and have no issues there. I compared the .INI files and tried different options to no avail. Netstat shows the TCP/IP port open on 3306 on IP 0.0.0.0 what matches the test machine. the only difference is that the none working machine is multihomed. Has anyone experienced this and got some hints?

This tells me the network itself is working fine and this is likely to be a software issue. I would start by researching the error message on microsoft's knowledgebase and google.

Thanks for the reply!

I have bin researching this for weeks now and was looking for some insights. Are there any tool to diagnose where the process is getting stuck? A more in depht check if the port is open and available?
