Can't get on IE8 or Firefox

Specs: Windows Vista SP 1, AMD Athlon 5600+ and 3 GB of RAM
Hi.
I am having a problem with Internet Explorer
and Firefox not wanting to display the page or
get online. It is not my modem or internet
connection as I can get updates for my
computer. I can use other computers with my
modem and even my PS3 works too.

I have Vista and recently had a problem with
some virus that was saying I had
worm.win32.netsky but it was actually another
trojan virus that wanted me to buy some anti
virus program like vista anti virus 2010. I knew
it was fake but that virus disabled my task
manager, account control, regedit, or anything
else to get rid of it. So after many many hours
of not going anywhere with any forums I read I
just reinstalled Vista to get rid of it and start all
over.

So after I reinstalled Vista I noticed that I
couldn't use Internet Explorer. So I thought it
was just IE so I downloaded Firefox and that
doesn't work. I can ping some websites but
not all work. I"ve tired to reset the tcp but
nothing.

Now I am having windows network diagnostics
pop up saying "www.mircosoft.com" is not set
up to establish a connection on port "World
Wide Web service (HTTP)" with this computer.
On top of that when I try to type say
www.google.com it comes up saying that the
address is not valid and it has http:/// in the
address bar.

I have no idea what to do now.

It appears that you are getting an IP address from Cox Cable, even though the IP of the DHCP server doesn't appear right.

Shut down the modem & the PC. Restart the modem, wait a few minutes, then boot the PC.

If that doesn't help, run hijack this & post the log.

Well I ran Hijack This when not connected to the web and got
this message:
For some reason your system denied write access to the
Hosts file. If any hijacked domains are in the file, Hijack This
may NOT be able to fix this.
If that happens, you need to edit the file yourself. To do this,
click Start, Run, and type:
notepad C:\\Windows\System32\drivers\etc\hosts

and press Enter. Find the line(s) HijackThis reports and delete
them. Save file as 'hosts.' (with quotes), and reboot.

For Vista:simply, exit HijackThis, right click on the HijackTHis
icon, choose 'Run as administrator'.

The log looks clean. Make sure that Symantec, windows defender & windows firewall are allowing browser access.

I do have Symantec Enterprise Edtion for corporations so could that be the one blocking it?
