Can't attach files to email in apt building

Specs: Windows XP
I just moved into a high-rise in the city, and every time I try to attach a file, it never attaches, it attempts to for a long while but never successfully attaches. I first noticed the problem when I was using the free wireless in the lobby of my building. I got tired of going down there all the time to do my work, so I bought wireless with Solnet (Solnet is the same internet service provider the entire building uses). But am still having the issue of not being able to attach. I'm using my wireless router (a berklin) to connect. I took my laptop over to my friends apt (literally 2 blocks away, she has comcast), and I can attach fine over there! Also have tried attaching at my parents house and again files attach just fine. So I’m thinking it has something to do with my building? Or the internet connection with my building? Is there some sort of setting I need to put my computer on for it to allow me to attach files again? My internet speed looks good at 12mphs…so I don’t think it’s the speed. Is something being blocked? I have tried on firefox 5.0 and IE 6. Email client I have been trying is yahoo, but also tried hotmail and aol (and same issue).

Any ideas?

Try running this:

...then post your log.

12 Mbps is NOT a good connection at all. You need at least
50% signal (of your total wifi speed) to attached and do
anything without the WiFi dropping the connection.

What kind of Belkin WiFi router do you have? 802.11g WiFi
comes in 54 Mbps, 108 Mbps (SuperG), and 802.11n is much faster at
200-300+ Mbps.

Do you have wireless phones? What band - 2.4 Ghz, 5.2 Ghz,
other? They can interfere too with WiFi routers.
