Cannot Access Internet and network with any program (IE,etc)

Specs: Windows 7, Intel core 2 Duo 2.5 GHz / 2 gigs
I have two windows.Windows XP and seven.My Windows XP cant connect to the internet.I was downloading a file With IE when my ISP experienced problems and my internet was shut down.Internet explorer was not responding and finally crashed my whole computer.from then on no programs like IE , Google Chrome , Firefox or even VPN and Dial-up conections can get me connected to the internet.i installed windows seven and internet works fine there but MANY of my programs are on the xp and i'm more familiar with that windows.Can anyone help me to connect that to the internet?

CPU:Intel core 2 Duo 2.5 GHz
Graphic driver : NVIDIA Ge Force 9400GT
Graphic memory: 1 GB
Motherboard : ASUS P5KPL SE Motherboard

Sounds more like your nic failed than the ISP was having problems.

Why you would include vpn and dialup is beyond me since vpn would have to have been setup previously and if using broadband you would never use dialup.

Lets see the results of a ipconfig /all for review.

Look at device manager and network. Nic show up and doesn't have a exclaimation point next to it?

After the crash did you run chkdsk /f? You should run it.

P.S it was my isp because our whloe country Internet was shut down but i check the device manager anyway and report back!
