There are many "efax" services which will allow you to send and receive a fax electronically. If you want to have a fax machine, you will need a voip service provider that supports fax and an ip to analog converter usually called an "fxs" device to hook it up.
You usually get a phone number with a dsl line. That phone connection is analog. You can connect a fax machine to it or use a pc modem with fax software.

I think the best way to send and receive faxes in using an Internet fax service. It works on all versions of Windows with an Internet connection.
