Specs: Windows 7
Can i use two internet service provider accounts individually at different times using the same dsl line?

No. The way DSL works you have a direct connection to the ISP. This connection is made through the DSLAM (Digital Subscriber Line Access Multiplier) as the telephone exchange. When you change your ISP the connections at the DSLAM have to be changed to link to the new ISP.
