Can Surf , Stream but cannot download

Specs: Windows XP, 1.6 GHz Intel Centrino Core2 duo..2.99GB ram
Hello..
I have a laptop which i use to remotely access my work server through a remote desktop connection..the connection requires a VPN and CISCO systems VPN client and SECURITY AGENT are installed by my admins. Only IE can access the net when VPN is inactive...I can surf but downloads give the message "unable to contact server"...No other browser even opens up...no P2P client works and Windows update cannot connect.
...problem started after laptop was reconfigured due to a problem...have access to an admin account...Any why to solve problem

There you have it, take it back to your IT people and explain the problem and have them fix it. Since it's a work computer you do not want to mess with it yourself.

Ok..I dont want to mess with the system. I am curious to know wheather the CISCO Security agent is causing this or not...If no then what is causing this?

I'm not sure myself as I've never played with Cisco's security agent software. I can think of a couple things that could be affecting this but you're much better off talking to your IT people. If it's a restriction they've put in place, they'll be able to tell you that. If not, hopefully they can help resolve the issue so you can download.
