Can proxy server access be blocked?

Specs: Windows 7

I setup a squid proxy server on my router a few days ago, but when I try to connect to it at school, it timed out and failed. I am sure it's working since I had connected to it from a public network before.I have tried several ports including the default 3128, 1024, 24, 21, 443, 1090, and 9091. Is there any way for them to block the use of proxy servers?

Why not ask the school IT system administrators. Or is what you are attempting a breach of the school IT conditions of use policy?
