can ping but cannot connect to internet

Specs: Windows XP
I can ping but cannot connect to internet. this was a problem i encountered after purchasing a used pc running xp on IE 8. After spending several hours tinkering with IE and windows firewall settings, i decided to remove the only other suspect Norton.
When i attempted to remove Norton, it failed.I then went online using my wireless pc and downloaded the Norton removal tool from here

i burned the file on a cd and run it on the problem pc and rebooted.
I WAS THEN ABLE TO CONNECT AND YOU BET I LET OUT A LOUD SCREAM OF JOY.

lesson here is that a corrupted antivirus agent will block or activity on http port 80.

I was having this problem on one of two laptops, couldn't figure it out. Tried all the posted suggestions, nothing worked. Then after reading the above comment noticed that in addition to AVG antivirus a McAfee scanning agent was installed. I uninstalled it and the problem was solved. THANK YOU!! I duplicated your scream of joy. Guess sometimes the most obvious is the most deceptive, hidden in plain sight.
