Good Day guys, can you help me? I just want to know if FTP service can be done without internet? I want to setup my file transfer locally just w/n the campus.. All resources will be centralized in one server..

Yes. FTP just requires a TCP/IP connection between the two computers.

All you need to do is to run an FTP server on the computer you wish to access. It is not necessary for the client computer to be part of an AD domain, although it may make authorization easier.

An FTP server is included in Windows as part of IIS server. Google will provide tutorials on how exactly to set this up.
