Specs: Linux
I have a Toshiba Satellite L455 S5000. The screen is black with a white cursor in the top left corner with two vertical white lines. I have tried to press F8 so I can access safe mode but no luck. This message was also received.
PXE-E61: media test failure, check cable
PXE-M0F: Exiting PXE ROM

Not a networking question & I doubt you're running Linux.

Your laptop is running thru the boot order. It's unable to boot from the hard drive so it moved on to the next entry on the list which is a network drive. There's is no network drive connected so it's telling you to check the cable.

It's possible the hard drive has failed. Enter the BIOS & see if it's still being detected. While you're there, disable the network boot. Also, look for an option to run HDD Diagnostics. For example:

Sorry about the incorrect info of networking & Linux. I have very little to no knowledge of computers. I did press the F12 key to attempt to get into the HDD but I was taken to the black screen with cursor. I also pressed the F2 key and was able to disable my HDD but was taken to the screen which prompted the "PXE-E61: media test failure, check cable
PXE-M0F: Exiting PXE ROM" message.

Did it ever run correctly?
What operating system was installed?
What have you done lastely, before you run into that problem?
Was the laptop a gift, you got a few days ago?
