If the internet, does this affect all clients, or just one or two?
One thing that kills bandwidth is downloading and uploading. If anybody in your network is running point-to-point sharing software it will hog all the bandwidth and slow everybody down. If this is going on, kill that p-to-p and see if you don't notice an immediate improvement.
If it's just one or two clients, chances are they're stuffed up with spyware and crap and you need to run a spyware cleaner on them.
