assigning righhts to users

Specs: Windows XP
hello every one,,i am new to win server2003,,i have a a domain named test.local and i have created a user,,the problem is when i access domain through another computer via this user,,i am not able to browse,,plus i am not able to change the ip of client computer,,error msg appers like u have not sufficient priviliges...how can i assign this user rights so he/she can change ip and browse internet,,one more thing i no i have to set the gateway of client comp to server ip address,,what shud i do with dns????kindly reply me soon

If the power users group doesn't have enough rights, you would have to put that user in the administrator's group.
