I've been trying to reduce my monthly bills since being unemployed in recent months and want to close my Verizon phone and DSL service as part of this. I need to maintain internet access because I use the web to search for jobs and I have several websites to maintain also. I'm in lower Delaware. Is there a way to get internet access without a phone line for free or low cost? I am currently using Verizon DSL with a wireless adapter.

Your local library would be the only place that would have free internet access afaik. You would use their equipment not your own usually.

If there is wireless adapter on your laptop, you can connect it to Internet free via some public Wi-Fi hotspots. You can try to locate nearby Wi-Fi hotspots and connect to it.

Hope this helps.
