Access Denied to Certain Websites

Hello, I've been having a problem with my Internet for about a month now.. I've called my internet service many times and they came and replaced the modem, and it fixes the problem temporary for a few days.. at first I only noticed it with, and I called eBay many times and they didn't know what the issue is, than I recently found out that I can't access godaddy either, than a few other websites when searching stuff from google.. It's not a browser problem either, I've tried all borwsers.. If I disconnect from the att service modem and tether off my phone as a hotspot, then everything is normal again... They just came today and replaced the modem for the 3rd time.. Everything is working right now, I just know a matter of less than a week and I'm going to get the "Access Denied" screen again from certain websites.. It's not a computer issue either, I have a few laptops and they all do the same thing, also even when the technician came over with his ipad, I told him to connect to my internet and see if you can get into eBay, and it also didn't work.. The only thing I can think of is that I run BiTorrent pear to pear file sharing constantly and I have stopped to see if that's the problem.. It's come down to an IP address issue.. Perhaps websites block my IP address because biTorrent? Anyone have any clues? Not sure if I can post images on here but the error message looks like this pic in the link:

You may need to unplug the modem daily for a while to get new external IP address regularly.
You should scan your machines to make sure they are not infected, your antivirus is not enough by itself. Run manual scans as per reply #6 here:
They should let you know if something you picked up is flooding junk out to sites and getting your IP address blacklisted.
If you continue to use BiTorrent then run them weekly at least.

You have to be a little bit crazy to keep you from going insane.

Please do the following and post the results for review
nslookup via a command prompt
tracert via a command prompt
ipconfig /all via a command prompt
