Recently updated to High Sierra.Had to force quit Safari. When i try to reopen in Applications it just says it cant because safari is not responding
Quite why you can't open Safari is a mystery; often such issues are related to damaged files (be it Windows based OS apps or Mac). This is the Apple how to re-install the OS - without losing data; and they also advise the safeguarding of those personal files first...

I’ve had one or two minor irrtations with Safari recently - I’m still on el captan. The only way to re-install Safari as best I know (it comes as part of the Mac OS) is a re-install of the OS.
There is way to do this and not lose data etc. But wise nonetheless to safeguard important “stuff” first. At the least a Time Machine backup, and also to an external hard drive if possible - i use both.
You need an ethernet connection throughout the whole re-installation, as the system reboots at lesst once, and uses Apple online resources for the re-installation.
I’m not chez-moi just now but can post the link to how I din it all (Apple support link) later.
The re-installation takes a wee while... But it resolved completely all the Safari issues I was having; some of which seemed to be consequence of a Safarii update...
