Yes--you will need to go to here: Get Flash Player to download Flash Player. Once that is done, you can view YouTube videos within your browser.

However, this is not recommended on a PowerPC based Mac, unless you have a processor speed of 1 GHz or higher, despite the low Flash requirements, because OS X redraws video from Flash slower than other platforms, causing video lag or apps to slow down. As an alternative, you can go to the mobile version of YouTube and watch the videos through QuickTime, which renders them a lot faster on older Macs.

Youtube videos are streaming videos in flv format, it's a kind of adobe flash format and can be played when adobe flash player is installed.

Also depends on RAM which you did not state in your post, my PPC G5 has 2GB and runs Flash apps without a problem.

iMac G5 1.8GHz "Hero" PowerPC
2 x 1GB DDR PC3200 SDRAM
160GB WDC WD1600JD-40GBB2
Mac OS X Leopard Version 10.5.8
