Can I download the latest Snow Leopard update to my computer running Leopard and run the update?
You can give it a try, but first see the apple website and check if your mac supports snow leopard.
You can't just download an update from Leopard to Snow Leopard. That is a paid upgrade and is not offered free on Apple's site. To install Snow Leopard your computer must be an Intel Mac. You cannot install Snow Leopard on a PowerPC Mac.
To install Snow Leopard without an optical drive you will need an image Snow Leopard installation disk copied to either a USB flash drive or an external hard drive. You can then boot from the external media by holding down option (alt) during boot.
To obtain a Snow Leopard disk image legally you will need to buy the disk and then make an image of it using a computer which does have an optical drive.
