Afraid your Hard Disk Drive is fried. Either that or your Operating system has become so corrupted that the laptop can't find a valid bootable OS. Try starting up from an install CD or external "Bootable" HDD if you have one and then run disk utilities from the cd to see if the hard drive actually "Mounts" ie spins up and is seen by the Powerbook. The hard drive in the Powerbook G4 can be replaced- although it's not a "simple task". It would be better to check that it's not just a corrupted file in the System folder that is preventing it from starting up. Note that it may simply be a bad sector or block that has occured at the location of where the operating system is stored. Disk utilities may be able to rectify this.
