You should be able download in-version updates for free from Apple via your Macintosh laptop or desktop machine: http://support.apple.com/kb/HT1338

You're not going to get a free update between different major releases of OS X. This is always a chargable item. eBay is probably your best bet.

Any specific reason you want to run 10.3? 10.4 & 10.5 are very similar, but are able to run a lot of current software. They are also more refined and include goodies like updates to WiFi and Bluetooth. 10.3 hasn't been updated in almost 7 years (10.3.9) and you will run into trouble finding compatible browsers, and Flash 10 won't work on it, so no YouTubing. To my knowledge no developer maintains a current browser for 10.3.x; Opera and Mozilla dropped support long after Apple.

If you did happen to decide to go to 10.4 or 10.5 instead, 10.4.6 and 10.5.6 were the final retail releases on disc. From there you can upgrade for free to 10.4.11 or 10.5.8 depending on the OS you choose.
