I had a similar situation a while vpback and I think I resolved by repairing my OSX installation. The repair doesn’t ( normally/usually) affect any personal files, nor apps. etc. you have installed

And... presuming you can access personal files even now, especially photos which are usually the most important content... copy those personal files to external storage. Ideally an external hard drive, but at least dvd. Verify/check the copies too of course, before doing any rebuilds of the system

If possible make copies on both external hard drive - and dvd. That way you are more secure as the prospect of two different storage media failing at the same is pretty remote?

I don’t rely purely on time machine.
