My mac is reading back to me everything I am doing like "Save" "Open a new file" etc. And there are some weird black borders around selected icons. How do I turn it off?

This is a feature called VoiceOver. You must have accidentally pressed Cmd+F5 or somehow toggled it on as an accessibility feature. It is meant to help people with low vision or that are blind.

The simplest way to turn this back off is to go to the Finder, and then on your keyboard, hold down the Command key (newer Macs will have command written on it; older ones will have an Apple and four-leaf clover), then press F5. Release the keys when the Mac says "VoiceOver off."

You can also go to VoiceOver Utility, found in the Utilities folder in Applications. You can go to Utilities by going to the Finder, selecting Utilities from the Go menu, and by selecting VoiceOver Utility.
