There is no native support for system passwords in Mac OS 1-9.x

Apple implemented a multiple users and password scheme in the later versions of Mac OS 9, but it never really worked all that well. You should not use it.

You will need a bootable Mac OS 9 CD, or other device with a bootable system folder on it. Boot off of that and remove the keychain extenstion and multiple users control panel and don't use them ever again. You can also try simply holding down the Shift key upon start up to disable the extensions, but I don't think that will work.

I'm going from memory here thou, I never used those features because Mac OS classic was never meant to be a multiple user OS and there is third party software out there that allowed a much better password protection scheme.
